Training on “Digital Security and Artificial Intelligence for Sustainable Governance” Held at the OSCE Academy

On 29–30 October 2025, the OSCE Academy in Bishkek hosted a two-day training titled “Digital Security and Artificial Intelligence for Sustainable Governance.” The training aimed to enhance civil servants' digital competencies, raise their awareness of cyber threats, and strengthen the skills needed for the safe and effective use of innovative technologies in public administration and environmental management. The training was officially opened by Dr. Pal Dunay, Director of the OSCE Academy in Bishkek, and Mr. Shumkarbek Adilbek uulu, Deputy Director of the National Institute for Strategic Initiatives (NISI) under the Cabinet of Ministers of the Kyrgyz Republic, who welcomed the participants and emphasized the growing importance of digital literacy, cybersecurity, and the responsible use of artificial intelligence for sustainable governance.

The first day of the training focused on cybersecurity awareness and the use of AI tools in everyday administrative work. All sessions were conducted by Ms. Nuriya Kutnaeva, expert on digital technologies, cybersecurity, and AI, and former Minister of Digital Development of the Kyrgyz Republic (2023–2024). Ms. Kutnaeva opened the day with a session titled “Cyber Hygiene: Does Anyone Need Our Data?”, introducing participants to the scale of digital threats and sharing examples of real cyber incidents. This was followed by a session on “Phishing: Modern Methods of Attacks and How to Recognise Them,” where she discussed types of phishing through e-mails, messengers, and phone calls, as well as the growing risks associated with deepfakes. In the afternoon, Ms. Kutnaeva led an interactive session on “AI in Everyday Work: Comparing Platforms,” introducing participants to ChatGPT, DeepSeek, and Gemini. She emphasized data protection practices and discussed scenarios where AI tools could potentially be misused. The day concluded with a practical workshop on “Prompt Engineering,” where participants learned to formulate effective AI prompts  for office and administrative tasks.

The second day was dedicated to advanced cybersecurity concepts and the role of digitalization in promoting environmental sustainability. The morning sessions were led by Mr. Asan Akhmatov, retired colonel of national security of the Kyrgyz Republic and expert on national and regional security, cybersecurity, and information protection. In his session “Introduction to Cybersecurity,” he explained the key principles of information security, including confidentiality, integrity, and availability. He further elaborated on various levels of protection and the concept of “defence in depth.” Later, in his presentation “Cyberattacks and Malicious Software,” Mr. Akhmatov discussed different types of cyberattacks such as DDoS, phishing, SQL injections, and “man-in-the-middle” attacks, as well as social engineering techniques and malware types, including ransomware and trojans. In the afternoon, Ms. Kamila Irgebayeva, retired colonel and expert on national security and sustainable development, delivered two sessions on the role of digitalization in environmental management. Her first lecture, “The Role of Digitalization in Environmental Security,” addressed the application of digital tools in the extractive industries and sustainable resource use. The final session, “Key Directions of Digitalization,” focused on digital monitoring systems, the use of drones and sensors, digital twins of enterprises, and technologies for waste and water management.

The two-day training concluded with a certificate award ceremony. Dr. Pal Dunay, Director of the OSCE Academy in Bishkek, and Ms. Bermet Kanimetova, Head of the Department for Environmental Management and Sustainable Development at NISI, congratulated the participants on completing the programme and thanked the trainers for their valuable contributions.

The event was organized by the OSCE Academy in Bishkek in cooperation with NISI under the Cabinet of Ministers of the Kyrgyz Republic, with generous financial support from the Norwegian Institute of International Affairs (NUPI), a donor, partner, and member of the OSCE Academy’s Board of Trustees.
