On 30 August 2023, Dr. Aliya Assubayeva, a Research Fellow at the OSCE Academy and a Research Associate at the Center for International Development and Environmental Research, Justus Liebig University Giessen, Germany, delivered a public lecture titled “Uncertainties in Water Security Decision-Making in Central Asia.” During the lecture, Dr. Assubayeva presented her research paper, which had been published as part of her Research Fellowship at the OSCE Academy, focusing on the relevant topic of water security. The speaker reviewed issues related to water security and uncertainties of managing water resources in Central Asia. The lecture focused on an exploration of the sources of endogenous uncertainty in water resource management, using case studies from Kazakhstan and the Kyrgyz Republic.
Dr. Assubayeva emphasized the endogenous uncertainties that emerge from within the decision-making system and identified key factors for mitigating them. These factors included the improvement of data availability and analysis, the establishment of resilient infrastructure, and the enhancement of overall capacity. In conclusion, Dr. Assubayeva provided policy recommendations and engaged in a Q&A session with the audience.
