GENERAL INFORMATION
  1.  What training activities are conducted by the OSCE Academy, and with which aim?
    Main tasks of our training activities are to strengthen knowledge, skills and professional level of Central Asian mid-ranking civil servants, NGO activists and academicians in the areas of:
·        human rights and rule of law,
·        conflict prevention, management and transformation,
·        democratization and confidence-building.
Ultimate goal of our training activities is to promote and support the OSCE principles in Central Asia as laid down in the organization’s comprehensive security concept for this highly important region.

  1.  How are the training activities organized?

Training events are organized by the OSCE Academy, often in cooperation with a certain international, regional and/or local partner organization.  Funds for training activities are allocated by a government of an OSCE member country, or by a development agency (such as Sida).  OSCE Academy is a public foundation and acts on a non-commercial basis.

According to the topic and thematic approach of any given training (course, training seminar, training for trainers or introductory training), duration of the former may be from one to ten days. Training content is proposed by the trainer, but is always subject to previous elaborate discussion by the Academy's management and amendment to its educational policies and standards. As a rule, all training has a large interactive component: role games, group work, written and oral contribution of participants.

  1.  When and where are training series conducted?

Training series are conducted at the premises of the OSCE Academy (see question 6). Map of the Academy’s location is available on our site.

In the past, several training workshops were held in Khujand, Tajikistan, and Jalalabat and Osh, Kyrgyzstan. Timeframes of the training activities are dependent upon organizational capacities of the Academy and time planning of our partner organizations. Flight itineraries from major Central Asian cities as well as national holidays are also taken into account in scheduling.
  1.  Are training series the same every next year?

As our approach is systemic and puts sustainability as a priority, we have already conducted series of conflict prevention and transformation and media and democracy training.

In 2006-2007, we have also conducted follow-ups for mission preparation training, conflict prevention and transformation and media and democracy training, as well as the second rounds of human rights in the administration of justice and equal status and human rights of women course.

  1.  Is it possible to receive notifications about upcoming training by email?

We have collected and systematized all email addresses of our partners and former training participants for creating an email listing service.  This email listings are constantly updated.  We therefore ask all our former training participants to update their electronic addresses by sending us a message.

If you are:

·  a representative of an educational institution with the teaching profile similar to that of the OSCE Academy’s one,
·  or an independent researcher in humanities and/or social sciences,
·  or a representative of a profile NGO,
·  or a mid-ranking civil servant

You don't have to explain reasons for your interest, just state your full name and position and your organization/institution title and postal address. All messages have to be sent from a valid email address with a bona fide intention.
  1. Is financial aid available for participation in the training and what does it cover?
Should your request for participation in a training be approved, the OSCE Academy will fund the following costs of your participation:
  • Visa costs for citizens of Turkmenistan;
  • Travel costs from the residence to Bishkek, two way tickets (airfare, train and/or taxi services). Only economy class tickets and the cheapest possible itineraries will be reimbursed (meaning, if you choose to combine training trip with your personal trip(s), only training trip to Bishkek shall be reimbursed by the Academy.
  • Accommodation in a hotel: only room cost is covered.
  • Per diem: Per diem amount differs from training to training, the average sum being around 10 - 15 USD per day.

Sums for arrival and departure days are being halved. If you have an open-date ticket and you plan to leave Bishkek after more than 3 days since the end of the training, you will not get per diem for these extra days. The general rule is: per diem is being paid only from the check-in day till the check-out date; exceptions from the rule will only be considered on an individual basis. For the participants, whose trip to Bishkek took more than one day, per diems could be granted for this day, too, but only the half of the sum.

  • Local "OVIR" registration for the foreign citizens for the duration of the training.  According to Kyrgyz law, all foreign citizens must register in Bishkek if the length of their stay exceeds three working days.  Our training participants usually are registered by the hotel Ak Keme, in which they stay.  Please address the hotel’s reception immediately upon check-in.
  • Provision of urgent medical help in the case of acute pain or in an accident. We strongly advise all our participants to get a medical insurance before the trip. If the participants fails to get a proper medical insurance before the training, the OSCE Academy does not bear any responsibility for her/his medical expenses, not connected to acute pain or an accident.
Following expenses will NOT be reimbursed to you:
    • Personal expenses (hotel services, personal trips and personal printing/copying expenses)
    • Travel, visa and other costs of an accompanying person (family member, etc)
    • Medical services not connected to acute pain and/or an accident.
Costs are reimbursed in the Finance/Administrative office of the OSCE Academy, during the first days of the training upon presentation of respective documents.

Attention! Please double check accuracy of data on all documents, such as all necessary signatures, stamps, etc!

The OSCE Academy’s activities are subject to strict financial discipline. Therefore, we can not accept receipts and taxi checks that do not meet our criteria, namely: without
·         copy of drivers' driving licence and entrepreneurship licence ("patent"),
·         driver's passport copy and vehicle data,
·         copy of social policy insurance;
·         receipt (“kvitanicya”) with a clear designation of an itinerary with obvious dates, hours, and the passenger's name.
Therefore, it is absolutely necessary that all documents be correctly made out! All the abovementioned papers can only be obtained from an official and legal company – such as Express taxi (+996 312 54 55 63/54 59 86/59 51 67, ctn@elcat.kg, www.ctn.com.kg).  This company has its office in the Manas international airport, too.  We strongly encourage our participants to address this company for transportation services.
  1.  What facilities does the OSCE Academy have?
The Academy is not a commercial institution, and therefore has no its own hotel/campus facilities. Access to internet and computer room is also limited. All telephone calls must be done using the automatic telephone.  We can not provide any copying/fax services to participants.  A small cafeteria is located on the territory of the Academy, making it possible for the participants to get a snack/some coffee.

SELECTION PROCEDURE AND ELIBILITY CRITERIA

    1.    Who can apply for the training and financial aid?

If your candidacy meets the eligibility criteria described in every call for applications, you can apply. You don't have to apply separately for the financial aid. Eligibility criteria may differ from training to training, but major criteria remain the same:

Citizenship of one of the following countries: Kyrgyzstan, Kazakhstan, Tajikistan, Turkmenistan or Uzbekistan.

    • Age of 25 or higher.
    • Employment in an educational institution with the similar to the OSCE Academy’s teaching profile, status of an independent researcher in humanities and/or social sciences, a representative of a profile NGO or a mid-ranking civil servant
    • Work experience: not less than 12 months
Under special circumstances, those criteria may be slightly loosened; outstanding recommendations from a job/academic superior should be provided by an applicant. Every case of this kind is being considered on an individual basis. The Academy reserves the right to make the decision of its choice.
  1.  Can I participate in two training events simultaneously?
No.
  1.  Can I apply to more than one training activity?

You may, but in this case you should designate this in your application form. You should also give clear and well-grounded arguments for such a decision. Motivation letters in this case have to demonstrate the reasons for your interest in those training activities in a convincing and clear way.

    4.     How do I know if I am selected or not?

Notifications are being done at least 2 weeks prior to the beginning of the training via email. In certain occasions, telephone notifications are carried out. Only successful applicants are notified. Please list only valid accounts in your application forms! If a participant provides us with an invalid account and/or does not check her/his email regularly, the OSCE Academy accepts no claims. If it is less than 2 weeks before the training and you have not received any notification, it means your application has not been approved.

    5.     If I have already participated in the Academy's training, can I apply again and what are my chances of being accepted?

You can apply again.  However, the preference will be given to new candidacies. The only exception is a ToTs/follow-up training. In this case, some participants of the first round of training will be automatically admitted to the second round.

    6.    What if my application is approved but I can't participate? Does it make me automatically a participant of the next similar training?
You will have to let us know in advance about your inability to come. In any case, your application is abrogated and you will have to apply anew for the next training.

    4.    Can I get academic credits for a training event?
Receiving academic credits for participation in a training event is not previewed. Nevertheless, upon your request we can provide you with a paper stating title, topic and duration of the training for your institution.

    5.     Will I get a certificate?
Yes, a certificate is awarded to a participant on a condition of his/her constant attendance and active participation in training proceedings. If a participant misses classes, avoids engagement in the training's interactive component, and shows little overall motivation, no certificate is awarded to him/her. Moreover, further measures could be taken against this participant, such as: cancellation of his/her hotel stay and no further reimbursement of his/her accomodation/travel costs.

All participants commit themselves to bona fide participation in training by accepting our admission and financial aid grant.

    6.    Will I get hand outs and reading material to prepare for the training?

As a rule, all participants get necessary readings, information letters and information about trainers beforehand. More extensive handouts will be provided during the training. Invited trainers/lecturers sometimes provide us with the relevant materials only during and after the training event; in this case, these materials are sent out by email\post.
 
    7.    Am I supposed to deliver a report/presentation during the training?
Yes, this is almost always the case. Be prepared to make a presentation on a discussed topic in your country/institution/professional sphere. All Raoul Wallenberg courses participants prepare group and/or individual presentations. Training organizers might ask you to prepare information about activities of your organization and/or available publications for the Academy's database.
 
YOUR PARTICIPATION: VISA FORMAILITIES, ORGANIZATION OF YOUR TRIP AND STAY IN BISHKEK
  1.  What shall I do concerning the visa? (for citizens of Turkmenistan)
    This is your responsibility to start visa procedures. From our side, we will send you an official invitation letter by fax or email. We advise you to start the visa procedures as soon as possible after notification.
  2.  Who will be in charge of organizing my trip?
    This is your responsibility to make necessary arrangement of your trip. From our side, we can help with finding contact details of airlines for tickets' reservation and purchase. We can also order and pre-pay taxi for participants coming from Almaty.

    While reserving and buying tickets, please take into account that there will be determined and announced check-in and check-out hotel days for every training event. If you come to Bishkek earlier and/or leave later then the check-in and check-out days, the general rule is that you cover your accommodation yourself for those days; however, if the early arrival/late departure is due to flight schedule restrictions, your hotel stay will be covered by the OSCE Academy.  Such decisions will be made by the OSCE Academy on an individual basis.

  3.  Can I stay in Bishkek after the training ends?
    You may, but you will pay for your stay yourself. Citizens of Turkmenistan should pay attention to the visa duration. All foreign citizens should pay attention to their local OVIR registration deadline
  4.  Will there be organized any social events?
    In the past we have organized a mountain trip and/or dinners.   However, these opportunities will be limited in the future.  Whether social events are organized or not, depends on the budget of every given training event.
  5.  Will I have any free time to see the city, do some shopping, etc?
    Not during the training's working days. Usually the classes are rather intensive, starting at 9 am and closing at 6 pm. It leaves almost no spare time during the day. Besides, absence or extensive/regular tardiness for the classes will lead to withdrawal of your certificate and other punitive measures (see questions 16 and 6)
  6.  Where will I live?
    Usually, we place our participants in the Ak Keme hotel, which is very conveniently located within a walking distance from the Academy.

We will book single rooms in Ak Keme for you; should there be no more singles, double rooms will be offered to our poarticipants. Your hotel stay will be paid by the OSCE Academy.

Should there be no more free rooms in Ak Keme, the organizers reserve the right to place participants in any other hotel and/or place 2 persons in a double room.

Please notice, that only your room in a hotel is paid (which also includes breakfast). All other expenses of your hotel stay (telephone bills, laundry services, business center, minibar and dinners) are paid by you.
  1. Can I share my double room with another participant?
    Yes, you can.
  2. Where is the OSCE Academy situated and how far is it from the hotel?

Botanichesky Pereulok 1A. This lane is situated in-between 2 crossings: that of Prospekt Mira and Akhunbaeva str, on one side, and Dushanbinskaya str. and Akhunbaeva str. (see our map). Mounted sign of the Academy (on a post near the Dolce Vita pizzeria) will help you find us easily.

The Academy is situated in 3 minutes driving distance from the Ak Keme Hotel.

    9.    How can one get to the hotel from the Manas airport?

Currently, there are only buses and taxis circulating between the airport and the city.  OSCE Academy will pay your taxi transfer on  the condition that all necessary documents are provided.  These documents are:

·         driver's passport copy and vehicle data,
·         copy of social policy insurance;
·         receipt (“kvitanicya”) with a clear designation of an itinerary with obvious dates, hours, and the passenger's name.

  1.  If I don't want to live in a hotel, can I get accommodation funds instead?
    No.
  2.  Are meals arranged?
    Lunch and coffee breaks are provided by the Academy for all the participants of the training. You are supposed to cover costs of your dinner from the per diem paid to you by the Academy.
  3.  Are there any payments previewed for Bishkek participants?

No.

  13.    Can I bring my family with me to Bishkek?

It is possible but not recommendable. If you really have to bring some members of your family to Bishkek, you will be responsible for paying all their expenses connected to travel and stay in Bishkek.

  14.    Can I get medical services if it's necessary?

Only in situations previewed by our rules (see question 6). We strongly advise all our participants to get a medical insurance before the trip. If a participants fails to get a proper medical insurance before the training, the OSCE Academy does not bear any responsibility for her/his medical expenses, not connected to acute pain or an accident.
