Public lecture: "Arab Spring: Causes and Consequences"

On April 21, 2011 Dr Graeme P. Herd - Co-Director of the International Training Course in Security Policy (Geneva Centre for Security Policy) and lecturer of the OSCE Academy in Bishkek delivered a public lecture on Arab Spring: Causes and Consequences.

Lecture was organized jointly by the OSCE Academy in Bishkek and Geneva Center for Security Policy (GCSP).
Audience included students and professors from OSCE Academy (+alumni), Diplomatic Academy, Academy of Management under the President of KR, as well as representatives from National  Institute of Strategic Studies, GIZ, IREX, and OSCE Center in Bihskek.

Lecture identifies and evaluates three narratives.  First, the prospect of a soft-landing managed "orderly transition" towards a reinvented democracy over the longer-term.  Second, greater repression by "pro-stability/regime" factions which reinforces autocratic rule.  Third, chaos, anarchy and civil war or a 1979 Iranian-style Islamist takeover as a default option.  Lastly, it surveys the implications of the ‘Arab Spring' attributed to Central Asia and attempts to assess their relevance.

BIO: Dr Graeme P. Herd joined the Geneva Centre for Security Policy (GCSP) in November 2005. He is Co-Director of the International Training Course in Security Policy (ITC - 24). He organises an annual security policy seminar with the OSCE Academy, Bishkek, and the Norwegian Institute of International Affairs (NUPI) in Bishkek, Kyrgyzstan.

Dr Herd has over 100 publications, including The Ideological War on Terror: World Wide Strategies for Counter Terrorism.

The OSCE Academy in Bishkek has been created on the basis of the Memorandum of mutual understanding between the Government of the Kyrghyz Republic and the Organization for Security and Cooperation in Europe and is the regional educational and research Centre in Central Asia.
