On 21 – 25 November 2005, the first regional Training Course on Mission Preparation and Election Observation was held at the OSCE Academy in Bishkek. The training was organized by the OSCE Academy in cooperation with the OSCE Department of Human Resources and financed by the Ministry of Foreign Affairs of Germany.

The training was conducted by Miguel Panadero, Training Officer of the OSCE Department of Human Resources and consisted of an introduction to election observation, the OSCE mandate, the structure and setup of Field Missions, as well as recruitment and selection of OSCE staff. Additionally, the program consisted of group and individual work aimed at developing analytical skills.

The OSCE Academy and the OSCE Department for Human Resources intend to establish a regional pool for OSCE recruitment and therefore plan a follow up training in 2006.
