Agreement on financial support signed between the German Embassy and the OSCE Academy
28 October 2005, an Agreement on financial support between the German Embassy in the Kyrgyz Republic and the OSCE Academy in Bishkek was signed. An Agreement was signed by H.E. German Ambassador to the Kyrgyz Republic Dr. Franz Eichinger and the Director of the OSCE Academy in Bishkek Dr. Tim Epkenhans. The German Ministry of Foreign Affairs is financing a Regional Training on Mission Preparation / Election Observation scheduled for 21-25 November 2005 at the OSCE Academy in Bishkek. The Ceremony was attended by honorable guests from the Embassies, accredited in Kyrgyzstan and media. The official Ceremony was followed by a small reception, sponsored by the German Embassy in the Kyrgyz Republic.
The Regional Training Program is primarily designed for government officials, representatives of NGO’s, and academics with an interest in the issues of election observation and participation of field missions. The organizers aim for an even distribution from the countries of the region and for a gender balance among the participants. The objective of the training is to enhance the participants’ capacity to be prepared for the fieldwork under various circumstances, to be familiar with the safety and security issues in the missions, acquire fieldwork techniques and rules, such as monitoring techniques, communication and conflict management techniques, coordination of information and report writing techniques.
Successful candidates will receive a scholarship from the OSCE Academy in Bishkek covering all costs for participation in the program, including travel, participation fee, accommodation and meals.
